The CSRC aggressively advocates the value of Respiratory Care Practitioners (RCPs) and the profession as a whole, and the care and treatment of individuals who suffer from respiratory diseases at the local, state and federal levels. Generally, the CSRC supports bills that: Strengthen the Respiratory Care profession; Improve patients’ access to cardiopulmonary care; Improve or impacts patients’ lung health; Improves or impacts patient safety as well as patient care giver safety.

This is accomplished through the CSRC’s Government Affairs (GA) Committee and the Political Action Contact Team (PACT). These teams work in tandem to inform and educate California legislators on how RCPs improve the quality of life through their expertise and skills. They seek and secure experts within our profession who may personally represent Respiratory Care practitioners and the CSRC before communities of interest (e.g. Respiratory Care Board of California, California Legislature, and organizations which share the same values).

Each year, the CSRC participates in 2 major advocacy events. The CSRC hosts an annual “Legislation Day” in Sacramento and sends a team to the AARC’s PACT event in Washington, D.C. Both events involve face-to-face meetings with legislators and/or their office staff, to discuss current legislation and educate them of the impact upon Respiratory Care.

The CSRC supports the AARC’s volunteer-led “Grassroots” advocacy efforts. ALL CSRC members and RCPs of California are considered to be part of the grassroots team. California legislators need to hear from their constituents, not just the CSRC PACT leaders. Your efforts in sending emails and making phone calls are crucial to the success of our legislative efforts. 

The CSRC is Non-Partisan and does not endorse individual candidates. Because the CSRC performs advocacy, 10% of CSRC member’s dues cannot be applied to tax returns.

California Legislative Matters

During the period from the end of elections and the outcomes are announced in November, through early January, Sacramento has a great deal of background activity. Newly-elected legislators are hiring staff, Legislators will move offices, whereby new legislators will get the smaller offices and more tenured legislators will get the larger offices.  Each year, in early January, the legislature swears into office the newly elected and re-elected legislators. This begins the new Legislative Session. The Legislators commence working on building their legislative bill packages and begin to introduce bills. Normally about 3000 bills are introduced in a year. The deadline to introduce new bills is in February. Once the bills are introduced, the CSRC determines which bills will be actionable. This sets the advocacy agenda for our Legislation Day which is usually held in March/April.
